ABOUT
Following the call for tender ECHO/A2/SER/2018/13 - Exercises on civil protection modules, technical assistance and support teams, other response capacities and European Union civil protection teams, the European Commission, DG-ECHO awarded the Lot 2 Service Contract to Design, plan, conduct and self-evaluate three exercises for high capacity pumping, water purification, CBRN detection and sampling, flood rescue using boats, flood containment, forest fire fighting modules and other response capacities to a Consortium formed by CN APELL(RO) - together with civil protection national authorities from: France, Lithuania, Serbia and Romania, supported by Latvia, Czech Republic, Spain, Germany, the Nederland - as civil protection stakeholders, academic community (Greece) and NGO’s (Poland) and UN – OCHA as main humanitarian coordinator. By implementing this project, the Consortium will continue the efforts to improve the platform for the continuation process of certification of European Civil Protection Pool registered capacities, as well as already recertification of those capacities certified in 2015 and is open to coordinate with Commission the requirements in terms of rescue developments.
KICK-OFF MEETING
The Kick-off meeting with the European Commission took place in Brussels, 15-16 January 2019. It was a back-to-back kick- off for all five Lots of the 10th cycle of the modules exercises, with a common session for all lots. APELL - National Centre for Disaster Management Foundation, as Consortium lead, presented the framework and the key elements for the planned field exercises LOT 2 (ModEx).
STAKEHOLDERS MEETING in BUCHAREST
According to the project scheduled activities, the Stakeholders Meeting was organized in Bucharest, Romania, between 01-03 July 2019. The meeting was attended by the countries’ representatives of the project Consortium and supportive countries’ representatives. Discussions focused on, the general scenario, and also Lessons learned from the previous cycle. During the meeting, each consortium representatives delivered a short presentation about the locations and sites where the exercise will be organized and the generic scenario according to which, due to extreme meteorological phenomena, the national Government will request support of international assistance through the Union Civil protection Mechanism. Also, pre-planning meetings were organised in each host country (FR, RS and LT) in order to discuss in detail together with the exercise management team the overall exercise set-up, development of MIL/MEL events, assessment of the preparation progress in running the exercise, organise a field visit to proposed sites.
