A. Planning conference

The Planning Conference of the 4th EUROMODEX Exercise within Lot2, Cycle 7, was organized in FYROM, Skopje, between the 15-17 May 2017. During the meeting, the modules representatives (Advanced Medical Posts from Austria, Italia and  Romania, as well as a TAST from Romania) delivered a presentation about their teams configuration, technical information about the equipment, altogether with the expected learning objectives aimed to be achieved. Also, a site survey was organized to the locations where the exercise incidents will be simulated according to the scenario.

B. The exercise

Between 17th and 20th of June 2017, in Negotino the southern province of FYROM, CN APELL-RO and the FYROM Protection and Rescue Directorate, with the support of Consortium members, organized the last field exercise of LOT 2, cycle 7. This specific exercise, which put together three Advanced Medical Post with and without surgery), consisted of 4 days’ field activities and focused on operational cooperation of all involved partners within the framework of the Union Civil Protection Mechanism, following a large-scale flooding in Southern part of FYROM. In the planning and conducting phases, the Consortium have also received support from the supporting partners (JEU UNEP and WHO - international organization which have been involved in the exercise). The exercise in Negotino was meant to train the modules in realistic conditions, for intervention in the aftermath of catastrophic floods, followed by severe landslides which affected dramatically the capacity of the local authorities in providing the medical support to the affected population.  The modules operated on a 24/7 basis, receiving both day and night tasks and being requested to switch location according to the changing operational priorities. During the field exercise, the teams were tested on their preparedness to be deployed for real operation and the Italian module performed one of the steps in the EMT certification process (WHO). Throughout the exercise, the modules were supported and observed by experienced trainers from different countries. The exercise was designed to test and enhance the cooperation and interoperability between the medical teams and experts and to test their capabilities in providing first medical aid and medical support in areas affected by disasters. The Advanced Medical Posts without surgery from Austrian Red Cross and from Bucharest – Romania and Advanced Medical Post with surgery GCU AMP from Pisa, Italy had the help support of an European Union Civil Protection Team of experts assisted by a Technical Assistance and Support Team from Romania.
