Addressing   the   preparedness   for   the   exercises,   the   planning   meeting   was   looking
over   the   exercise   scenario,   participants,   logistic   and   all   the   other   organizational
issues.          The     activities     were     organized     by     “National     Center     for     Disaster
Management"   (CN-APELL)   as   leading   partner   of   the   Consortium   and   the   State   Fire
and Rescue Service of Latvia. The main activities were:
finalization    of    the    rules    of    coordination,    rules    of    communication,    plan    of actions and the participants’ role; finalization of the exercise time line, exercise scenario, events and injects; visit of the sites of the exercise;
other organizational issues;
Between   26 th    and   30 th    of   October   2017,   in   Riga,   Latvia,   took   place   the   first   exercise within   Cycle   7      2016-2017   -   Lot   II:   exercises   for   flood   related   modules   and   medical capabilities. The   exercise   was   based   on   a   national   flood   scenario,   existing   vulnerabilities   and extraordinary   events   that   occurred   in   the   past.   The   aim   of   the   exercise   was   to provide   European   Civil   Protection   modules   with   a   realistic   and   suitable   scenario,   as well   as   adequate   locations   that   offered,   in   an   optimal   way,   multiple   exercising   and training possibilities for the participating modules and teams. The    exercise    consisted    of    3    days’    field    activities    and    focused    on    operational cooperation    of    all    involved    partners    within    the    framework    of    the    Union    Civil Protection   Mechanism,   following   a   large   scale   flooding   in   Baltic   region.   In   this exercise   were   involved   two   High   Capacity   Pumping   modules   from   Germany   and Slovakia,   a   Flood   Rescue   using   Boats   module   from   Czech   Republic   and   a   TAST team   from   Germany.   The   exercise   was   organized   by   the   CN   APELL,   as   leading consortium,   and   SFRS   (State   Fire   and   Rescue   Service   of   Latvia)   as   partner,   in compliance   with   the   service   contract   LOT2/N°ECHO/SER/2015/718122    signed   with the European Commission. For   the   purpose   of   the   exercise   LatMODEX   2016,   the   organizers   have   selected   a total    of    15    working    sites    nearby    Ogre    and    Riga    cities    and    surroundings.    The exercise   started   immediately   upon   teams’   arrival   at   the   Reception   and   Departure Center   where   they   were   tasked   by   the   State   Fire   and   Rescue   Service   of   Latvia   to support   the   national   and   local   authorities   affected   by   floods.   The   modules   operated on   both   day   and   night   conditions,   being   requested   to   switch   location   function   of   the changing   operational   priorities. The   modules   have   performed   specific   tasks,   running assessments,   pumping   water,   transporting   first   aid   items   and   saving   people   isolated in   the   flooded   areas.   The   modules’   activities   were   coordinated   by   an   international team   of   experts   from   various   European   Member   States   tasked   to   liaise   and   assist the Latvian authorities in managing the incoming European support.

Between 12-14 September 2016 the LatModex planning conference is organized in Riga, Latvia. The main purpose of the conference is the preparation of the upcoming field exercise that will take place between 27-30 October 2016. The meeting is attended by consortium members and partners (APELL-RO, AT, LV, RO, FYROM, FR and UNEP/OCHA), as well as by co-trainers from participating modules (CZ FRB, SK HCP, DE HCP, DE TAST) and EU COM representative.
