The   planning   meeting   of   the   first   MODEX   field   exercise   of   the   Lot   2   -   8   cycle   (2017- 2018)   took   place   in   the   beautiful   Lubuskie   Region,   Poland   between   29 th    and   30 th    of August. The    meeting    was    attended    by    the    commander    of    Lubuskie    Regional    State    Fire Service,    National    State    Fire    Service    representatives,    Consortium    representatives, exercise    management    team    and    the    co-trainers    of    participating    modules.    The participating   modules   in   this   exercise   are   from   Germany   –   High   Capacity   Pumping, Hungary   –   Water   Purification   Unit,   multinational   module   from   Latvia,   Lithuania   and Estonia   –   BaltFloodCombat   High   Capacity   Pumping,   Romania   -   Technical   Assistance and Support Team and France - special drone capacity. The   Polish   exercise   WAVE   2017   will   take   place   at   the   beginning   of   October   in   the Polish   Region   of   Lubuskie.   The   exercise   will   last   four   days,   including   travel   days,   with non-disrupted   exercise   time   play   of   minimum   36   hours   to   test   the   24/7   operational capacity   of   the   modules   as   well   as   of   TAST   and   EUCPT.   Time   compression   will   be used   to   be   able   to   cover   all   the   major   phases   of   a   real   deployment.   The   teams   are followed   and   supported   by   experienced   trainers   from   different   countries.   The   exercise is   designed   to   test   and   enhance   the   cooperation   between   the   teams   and   experts   and to    test    their    response    capabilities.    Furthermore,    the    teams    will    experience    the operational and political complexity of a wider international aid context. The    Consortium    is    especially    interested    in    modules    particular    training    needs    and expectations   for   such   exercises   so,   during   the   planning   meeting,   the   co-trainers   of participating   modules   were   addressing   these   aspects   together   with   the   exercise   staff and   Polish   planning   team   in   order   to   fine   tune   the   exercise   events   and   injects.   The   co- trainers   delivered   presentations   on   their   team’s   configuration,   technical   information about    the    equipment,    as    well    as    the    expected    learning    objectives    aimed    to    be achieved. Addressing   the   preparedness   for   the   exercise,   the   planning   meeting   was   looking   over the   learning   objectives   aimed   to   be   achieved,   the   scenario,   participants,   logistic   and organizational   issues.      The   activities   were   organized   by   CN   APELL-RO   as   leading partner   of   the   Consortium   together   with   State   Fire   Service   of   Poland   and   its   regional command. Additional   information   about   locations,   specific   setting   and   detailed   features   of   the training   areas   were   provided   during   the   sites   visit   on   the   locations   where   the   exercise events will be simulated.   Mr.    Gerard    Guerin,    the    EC    representative,    attended    the    planning    meeting    and presented    to    the    audience    the    European    Commission    vision    related    to    the    field module exe rcises of this cycle.

B. The exercise

From 03 to 06 october 2017, in Lubniewice, Poland, took place first exercise within Cycle 8 2017-2018 - Lot II: exercises for flood related modules, medical capabilities, civil protection experts and TAST. The exercise consisted of 3 days’ field activities and focused on operational cooperation of all involved partners within the framework of the Union Civil Protection Mechanism, following a large scale flooding in Poland. The capabilities involved in the exercise were: High Capacity Pumping module from Germany, Balt Flood  Combat (Lithuania, Estonia and Latvia), Water Purification from Hungary, Emergency Remotely Piloted Aerial Systems and a TAST team from Romania. The exercise was organized by the CN APELL RO, as leading consortium, and the State Fire Service of Poland, as partner, in compliance with the service contract T2/N°ECHO/SER/2016/738038 signed with the European Commission. The modules operated on a 24/7 basis, receiving both day and night tasks and being requested to switch location according to the changing operational priorities. The modules’ activities were coordinated by an international team of experts from various European Member States.
