THE EXERCISE
30 - 31 January 2017 – Planning meeting in Timișoara, Romania
The    ROMODEX    Planning    Conference    was    organized    in    Timisoara,    Romania,
between the 30-31 January 2017.
During   the   meeting,   each   module   representative   (German   THW   Water   Purification,
French   CBRN   Module   and   German   Johanniter TAST)   delivered   a   presentation   about
the    configuration    of    the    team    and    technical    information    about    the    equipment,
altogether with the expected learning objectives aimed to be achieved.
Also,   a   sites’   survey   was   organized   to   the   locations   where   the   exercise   incidents   will
be    simulated    according    to    the    scenario    and    also    the    Base    of    operations
emplacement.
From 9 to 12 March 2017, in Timisoara, Romania, took place the second exercise within Cycle 7 2016-2017 - Lot II: exercises for flood related modules, medical capabilities, civil protection experts and TAST. The national flood scenario was based both on a past event (2005 floods in western part of Romania, when Timis County was the most affected) and existing vulnerabilities. The aim of the exercise was to provide the experts and civil protection modules with an appropriate training environment (pragmatic scenario, adequate locations with multiple exercising and training possibilities for the participating modules and teams, realistic role playing). The exercise consisted of 3 days’ field activities and focused on operational cooperation of all involved partners within the framework of the Union Civil Protection Mechanism, following a large scale flooding in western and southern part of Romania. The capabilities involved in the exercise were: High Capacity Pumping module from Austria, Water Purification Unit fromGermany (THW), CBRN Detection and sampling from France and a TAST team from Germany (Johanitter). The exercise was organized by the CN APELL RO, as leading consortium, and IGSU (Romanian General Inspectorate for Emergency Situations) as partner, in compliance with the service contract LOT2/N°ECHO/SER/2015/718122 signed with the European Commission. For the purpose of the exercise RoMODEX 2017, 18 working sites were selected in Timisoara City and surroundings. The exercise started immediately upon teams’ arrival in the country, following their registration at the Reception and Departure Center run by HNS Cell. The modules operated on a 24/7 basis, receiving both day and night tasks and being requested to switch location according to the changing operational priorities. The modules have performed specific operation, running assessments, pumping and purifying water, rescuing people from contaminated environment and providing the national authorities with explicit info related to the events played. The modules’ activities were coordinated by an international team of experts from various European Member States and a Liaison Officer from DGECHO, tasked to liaise and assist the Romanian authorities in managing the incoming European support.
