Between 20-23 October 2021, the first civil protection field exercise for modules within “MODEX exercises Lot2, Cycle 10” took place in Timisoara and Arad Counties, Romania. The exercise, initially scheduled to take place in Serbia in spring 2020, was postponed and rescheduled several times, finally being relocated in Romania. The exercise consisted of three days (52 operations hours) field activities and focused on operational cooperation of all involved capacities “deployed” within the framework of the Union Civil Protection Mechanism, following a large-scale flooding in a fictitious country – Modulistan. The capabilities involved in the exercise were: High-Capacity Pumping modules from Romania, Slovenia and the BaltFloodCombat (Estonia, Latvia and Lithuania), the Water Purification module from Belgium, the Flood Rescue Using Boats modules from Croatia and Spain and the Emergency Temporary Camp from Slovakia. The exercise was organized by the CN APELL RO, as leading consortium, and the General Inspectorate for Emergency Situation from Romania, as partner, and supported by the Department for Emergency Situations. The exercise was hosted by Timis County Inspectorate for Emergency Situation who planned the operational part of the exercise, managed the sites and provided the logistical support. Upon their arrival in Modulistan the modules were immediately tasked with their first assignments and requested to build up the Base of Operations. The EUCPT (also role played), the changing of LEMA priorities and other unexpected events, as well as the weather (wind, rain and low temperature) increased the pressure on the training audience making teams’ activities even more difficult. The modules operated on a 24/7 basis, receiving both day and night tasks and being requested to switch location according to the changing of operational priorities. It is the MODEX field exercise organized in real COVID 19 pandemic situation, therefore extraordinary measures were taken to prevent the infection among the participants. The modules have been separated in the BoO and implemented their own COVID 19 SOP, some meetings with local authorities were organized in VTC format and the physical interaction was reduced as much as possible. In EXCON the staff was working with a limited number of personnel, with social distancing rules in place, measurement of temperature three times per day. Respiratory masks, disinfectants and ventilation were assured, and all participants were tested for COVID 19 before the start of the exercise. At the end of the exercise the modules representatives expressed their gratitude for this excellent opportunity to identify procedures and protocols for working in pandemic conditions, which will used not only in the future exercises but also in real missions.
